Bill Clinton resigns to avoid impeachment and removal from office over the Lewinsky affair and Whitewater in January 1999. Al Gore assumes the Presidency and selects Jeanne Shaheen to become Vice-President.

After a brief primary, Republicans nominate George W. Bush, who selects John Ashcroft as his running mate.

Does the resignation of Clinton, and incumbency of Gore change the 2000 election?

Gore wins by holding New Hampshire and getting the rest of the 2000 map.

Gore wins New Hampshire plus the rest of his 2000 map and possibly wins Florida. I think incumbency would carry Gore over. With that said, he wins with no more than 300 EVs.

Governor George W. Bush (R-TX)/Senator John Ashcroft (R-MO): 242 EV. (47.25%)

If Clinton resigns after January 20, 1999, Gore could run again in 2004 and be president for exactly ten years.
