Definitely the center-left. Not saying that we're completely free of this stupid and irritating as hell fallacy but all the other ones have a special fondness for it:

Far left: Only way to defend the repulsive dictators and some other world leaders so many of them are quite fond of.
Center: "BOTH SIDES DO IT"
Center-right: Kind of the inverse of the far left, use it to defend bad US foreign policy moves or awful non-socialist world leaders, and to defend people like Roy Moore and Trump while emphasizing they don't like them.
Far right: See basically both the far left and the center-right.

...proven recently by the center-leftists not just endlessly screaming about Trump and Moore in regards to Al Franken.

I'm going to go with libertarians. There's generally no incentive for them to defend a "side" and their ideology generally believes that everything's terrible except the free market, so whataboutisms are pointless.

They deflected to Bill quickly when The Great Trump was getting accused. Even if it's a badge of honor, they'll "whatabout" anyway just to be a troll.

The far-left is the real answer here, since they usually prefer the "buh look dat healthcare/education" approach when dealing with left-wing dictators. To them, the end justifies the means.

And given that it's the centre-left that's most obsessed with Russia...well...
