New Mexico is still a very poor state with a lot of crime and drug problems. Outside of the Southeastern corner of the state (basically an extension of West Texas cattle grazing operations) and the state doesn't really have the same conservative streak that the Deep South (which has a lot of the same issues) has. So, Martinez (under whom the state hasn't really recovered from the Recession at all) is not going to be popular there.
