Waldo County, Maine is the only Perot '92/Clinton '16 county. The other two counties that Perot won in Maine + Trinity County, California, were fairly close losses for Clinton.

Perot didn't win any cities or counties in Virginia, and Clinton most likely didn't win the lone borough that Perot won in Alaska, but it's hard to say because the '92 boundaries I've seen aren't the same as modern maps of Alaska's boroughs.
