Hitler: More effective and powerful military, but younger and less experienced. Failed during the Munich putsch.

Mussolini: More experienced but weaker militarily. Was a "founder of fascism"

Hitler, but Mussolini's reign of power was much more of a “one man” control source, whereas Hitler always made sure his top ministers in Germany had internal divides.
