Hirohito was so reclusive that few people even heard his voice and Mussolini ended up getting overthrown, so Hitler it is.

Obviously Hitler. Mussolini was removed by his Grand Fascist Council. And regardless of who had the real power in Japan, an anti war candidate (Saitō Takao) got elected to the Diet in 1942. Could you imagine Hitler allowing that to happen?
