No one is saying that at all. Most Democrats are okay with kicking out people who do wrong things, unlike certain Republicans for a certain special Senate election who are willing to dismiss anything just because "muh, vote the right, duh pro-life, duh her emails, blah blah blah".

I don't think Ryan would know about it, the system on Capitol Hill involves non-disclosure agreements with the settlements. It is designed so nobody finds out.

Read the article, the system is designed so that no one knows other than a small group of people (counselors, mediators, lawyers, etc). There might be some under the radar word of mouth, but really only rumors. That's how the system is built. It is designed to protect the attacker, shut up the victim with some money and keep everyone else, especially other lawmakers, in the dark.
