1. Jerry Sandusky cause he was messing up little boys, while Weinstein was raping grown women. Neither are good, but effing kids is much worse.

Everyone Weinstein raped was able to consent, even if they didn't. Therefore Sandusky's crimes must be worse, technically speaking.
