1987 Constitutional Amendment Referenda

PM Bellson and the Liberal Party crafted these amendments as a way to allow voters to have a local representative in Parliament, rather than one simply chosen by the party list.

The districts would redrawn by a nonpartisan commission every ten years, following the national census.

The current districts would look like this:


Only one of the referenda can succeed. If both pass, the one with a stronger majority would be adopted.

Question 1 would create a mixed-member proportional system, adding 41 constituency seats to Parliament, increasing the total number to 170 members. Voters would vote two separate times, once for the constituency and once for the list. [I am not sure how to represent this in a poll format when its time for an election, but I'll try to figure it out. If you have suggestions, please comment or DM me! Much appreciated.]

Question 2 would create a separate house of Parliament, the Senate, consisting of only constituency seats. The Senate would be much weaker than the (current) Parliament, but would be able to approve appointments, work on foreign affairs, and temporarily block legislation from passing.

Yes - 59.3%

No - 40.7%

Senate
Yes - 49.8%
No - 50.2%

With the passage of the mixed-member-proportional amendment, Prime Minister Bellson was happy to announce that the next election would include the new districts and the size of Parliament will be increased.
