Why is is that Pirate Parties have caught on in some countries like Iceland and the Czech Republic yet fallen totally flat in others or vanished as in Germany?

I'd guess that in Iceland and probably in Czech Republic too there's lot less trust on the whole political establishment than in Germany or Sweden which makes it easier for outsider movements to gain foothold.
 
Also the lack of powerful German-style Green party to compete for student vote with and not being as ragingly incompetent as the German Pirates might have helped.

The Icelandic Pirate Party is a bit sui generis. They grew out of the post-crash Citizens' Movement and their main selling point is constitutional reform, "new politics" and anti-corruption/transparency.

Both the Czech Republic and Iceland have more corruption and nepotism than Germany and Sweden, and their Pirates aren't as focused on the copyright and tech issues (though more so in the Czech Republic than in Iceland).
