I'll go ahead and offer up the following amendment on the Standing Orders for our Parliament, Article II Sections 3-7. If there are no objections, I'll assume it passed 24 hours from now.

3) The Speaker may keep a number of threads open equal to the current number of Members of Parliament plus two.up to five threads open for voting and debate simultaneously. Each piece of legislation shall have a separate thread.

4) The first three open threads shall be open to all legislation introduced by Members of the Commons or by the Prime Minister. The number of threads open to all legislation introduced by Members of Parliament or the Prime Minister shall be indexed to the number of sitting MPs. The Speaker shall move legislation to these threads in the order in which it was introduced in the thread specified in (1).

5) One The fourth open thread shall be reserved for legislation offered by a citizen or citizens of the Commonwealth not being either sitting Members of the Commons or the sitting Prime Minister.

6) Another The fifth open thread shall be reserved for amendments to the Constitution of the Commonwealth of Fremont.

7) Legislation shall no longer count toward the five-thread limit when it is no longer before the ParliamentCommons. Legislation is no longer considered "before the ParliamentCommons" under any of the following conditions:

Given no objections, this now stands. Our Parliament can now debate up to seven pieces of legislation introduced by either an MP or the First Minister.

AN ACT
To provide paid paternal and maternal leave

Section 1: Title and Definitions
1. The title of this Act shall be the “Paid Paternal and Maternal Leave Act.”
2."Eligible citizens" refers to all legal citizens of Fremont who are not self employed and have just had a dependent child.
3."Couple" refers to a married partner of two legible citizens, including gay couples.
3."Ineligible citizen" is someone lives in Fremont who is not eligible citizen.

Section 2: Paternal and Maternal leave
1. All male eligible citizens of Fremont are required to receive 4 weeks of time off with pay from their employers.
2. All female eligible citizens of Fremont are required to receive 16 weeks of time off with pay from their employers.

Section 3: Adopt and Foster
1.If a couple chooses to adopt or foster a child, both couples are entitled to 6 weeks of time off with pay from their employers.
2.If an unmarried eligible citizen or an eligible citizen who is married to an ineligible citizen chooses to adopt or foster a child, he or she is entitled to 6 weeks of time off with pay from their employers.
