I would say New Castle County in 1980.  Not only was Reagan winning by just a single vote in this not very small county unusual, but it also was the vote that determined whether the County would continue its bellwether streak which had at that point, been ongoing since 1936.  The bellwether streak there would finally end in 2000 when Gore won the County.

Apparently, Al Gore won Clay County, Missouri in 2000 by a single vote. This is actually a high population County.
