Nay.

My concerns about disincentives to research that were present in the last iteration of this topic that we discussed remain. I'm also weary of dipping, yet again, into the sin taxes for funding. How much does a pack of cigarettes cost in Atlasia at this point? Fifty bucks?

Probably not that high. I do not like the way the way the section is formatted though.

The one thing that makes me slightly tolerable of them is that we now have a substantial health subsidy and there is a significant cost to society imposed by use of these products.  Unless the person is basically paying cash for their healthcare for the rest of their lives, the costs and consequences of their actions are not being retained, they are being spread around to everyone. Thus to defray that cost, I think it is reasonable to make people pay their own healthcare tab and I would rather do it this way then denying people care who cannot afford it.
