No on trade and regulatory, yes on the rest. Note that hiring most unemployed people for increasingly skilled and automated infrastructure jobs is probably impractical and minimum wage in many urban areas needs to be $15. Also, I don't think students should pay less to stay instate--it discourages mobility and limits options. Finally, I'm actually intrigued by this idea for tax policy:
