Not even sure what to make of this, really. I'm quite surprised, thinking Mitch would be the GOP leader to leave first... Do you think there's some kind of meaning to this?

The big question of course is whether sooner means prior to next year's election. Probably not, I guess, but still worth confirming.

Districtwise, WI-01 is the most competitive GOP held seat in the state. If Ryan actually doesn't run for re-election, then it moves to tossup, and Iron Stache faces a real primary against bigger name Ds in Racine (Cory Mason), Kenosha (Peter Barca, John Antaramian) and Janesville (Debra Kolste).
