Would I be correct in thinking that the enfranchisement of blacks and poor whites by the Voting Rights Act flipped these counties?

Also, add West Feliciana Parish, LA to this list. Goldwater won this Parish with over 80% of the vote in 1964, then McGovern narrowly won it in 1972.
