L8.10.1: Reform of the Office of Lieutenant Governor and Expansion of Assembly
*Recommended to be passed after L.8.9.1*

1.) Upon expiration of their current term, the Governor shall not appoint a Lieutenant Governor, instead, a Lieutenant Governor will be elected along side Assembly candidates.

2.) Upon passage of this bill, the Assembly will be expanded to a total of four seats, one for the incumbent  Lieutenant Governor and three traditional legislator seats. This additional seat may only be held by the Lieutenant Governor.

3.) The Lieutenant Governor, while in the Assembly, will have the power to create legislation, as well as debate aspects of the bill and vote on the bill. The Lieutenant Governor would also be able to assume duties of Speaker of the Assembly if nominated by other Assembly members or the Speaker's seat is vacated.

4.) If the seat of Lieutenant Governor is vacated, a special election will be held. In the Assembly, an appointee by the Governor suffice until a new Lieutenant Governor is sworn in.

5.) Upon passage of L.8.9.1, (Constitutional Amendment Establishing Lincoln Election Administrator), the Lieutenant Governor shall not administrate any elections, and the duty will be passed on to the incumbent Lincoln Election Administrator. The Lieutenant Governor shall be prohibited from being appointed to this position.

The problem I have with this bill is that Lincoln struggles to even get 3 candidates overall to run for the assembly, let alone anything else. Adding an extra race onto this would make an already annoying situation even more so. I would propose waiting on this legislation until we can get Lincoln more active.

A reform such as this would have to be done through a constitutional amendment; as it's written into the Lincoln Constitution that we have three, or five Assembly members; along with the role of the Lt.GOV.

I think I can agree to that. I hope OneJ_ can as well.
As a former citizen of a region and the principle author of the constitution in question, I concur with this judgement; as it seems likely the Election Administrator amendment will pass, I would recommend the lieutenant governorship be abolished altogether and the power to break ties in the Assembly transferred to the governor; but regardless, Lok and Politicalmasta are correct that adding another elected office in a time of inactivity is a bad idea.

After reviewing the thoughts from all of you, I believe the best decision would likely be to table this bill and store it for later on since it's not the best time to enact it should we approve of the bill.

There will now be a vote on the decision of whether or not to table this bill. Assemblyman please vote AYE, NAY, or ABSTAIN.
