Should seats for the House of Representatives be allocated based off a state's entire population (including noncitizens/immigrants/illegal immigrants), or only its citizen population?

Better idea: Give all residents a simple path to citizenship.
I support this as well. A pathway to citizenship isn't amnesty either, since you have to earn it.

All residents, citizen or not. However I really think a pathway to citizenship should be implemented so we don't have huge, persisting populations of non-citizens to begin with.

All citizens. Even if you can't vote you still pay taxes and have the right to petition your government.

Most of the opposition to this is the GOP trying to find a way to gain more power outside of gerrymandering.
