Section 2-2 shall read:

2. The prisoner population of Fremont’s private prisons shall be reduced by ten percent on a yearly basis until no prisoners remain incarcerated in private prisons.
          a. No new prisoners shall be admitted into private prisons   
          after the passage of this act.
          b. Prisoners incarcerated in private prisons who are moved 
          to a public facility shall still serve the remainder of their
          sentence.
          c. Non-violent drug offenders serving in private prisons
          shall be reviewed by the appropriate agencies to determine
          if they are eligible for release ahead of their sentence’s
          expiration.
          d. "Ten percent" shall mean ten percent of the prison population at the passage of this bill.
