One of the criticisms of the two-question referendum in NZ was that it was essentially giving FPP a free pass to the 'second round' as it were, and this gave it more of an incumbency bonus than it would otherwise have had. It would have been fairer to have a preferential vote between all the options, or even a straight fight between FPP and MMP - although the multiple options admittedly killed off a lot of the STV kooks post-'93, which was very healthy for the political scene.
I'd also like to add that, despite being a Kiwi and generally understanding the intricacies of STV, I can't get my head around Meek's Method, so I wouldn't advise it - however fair it is.
