Cheesy

I love the Southern region and its stellar Governor. U are really pushing me to try and return ASAP.  I have even more bill ideas than when I last messaged u. When I come back I'm thinking about a high capacity staple gun buyback program, a sewing needle exchange program, a medical research program to cure people who lick their fingers before turning the page, and a report on safe analingus techniques.

Section 1. Higher Education scholarship awards are only to be limited to naturalized citizens
Section 2. Immigrants who are not naturalized citizens are not eligible for state financial aid assistance

1. Funding may be appropriated from the budget for pre-K programs at the discretion of the Southern Governor
2. Funding is to be a percentage stipulated, approved specifically for pre-kindergarten education

Section 2. Students must meet specific district requirements for reading and math before kindergarten
1. In order to enter kindergarten, children must meet literacy requirements expected

Security in Schools Act

Section 1. Each school in the Southern region is to provide security guards at institutions of learning
1. The security guard will be an employee of the specific school and must be salaried
2. Funding for training and weaponry will be supplied by the state

Section 2. Metal detectors to be installed at entrances of schools
1. Monthly searches of lockers are to be conducted by school guards for drug paraphernalia and weapons

Section 3. Active shooter protocols to be implemented and/or upgraded for school safety
1. Training provided to teachers in event of emergency
2. Security guards to work in coordination with local law enforcement

Just So We Are Clear Act

SECTION I: NAME

1. This act shall be known as the "Just So We Are Clear Act"

SECTION II: DEFINITIONS

For purposes of this section:

1. The term ‘covered interaction’ means an in-person or telephonic interview, audit, investigation, inspection, or other official interaction between an employee of a governmental agency in the Southern Region and another individual relating to a possible or alleged violation of any law or statute or regulation that could result in the imposition of a fine, forfeiture of property, civil monetary penalty, or criminal penalty against, or the collection of an unpaid tax, fine, or penalty from, the individual or a business owned or operated by the individual.
2. The term ‘telephonic’ means by telephone or other similar electronic device.

SECTION III: RECORDING OF ENFORCEMENT ACTIONS

1. Any employee of a governmental agency in the Southern Region who is conducting a covered interaction with an individual shall allow the individual to make an audio recording of the covered interaction at the individual’s own expense and with the individual’s own equipment.
2. Any employee of a governmental agency in the Southern Region that is conducting a covered interaction may record that interaction if the employee:
     a. informs the individual of the recording prior to or at the initiation of the interaction; and
     b. upon request of the individual, provides the individual with a transcript or copy of the recording, but only if the individual provides reimbursement for the cost of the transcription and reproduction of the transcript or copy.
     c. Any audio recording or transcript of an audio recording made by an individual under subsection (b) shall be the property of the individual.
     d. This section does not create any express or implied private right of action.

SECTION IV: EXCEPTIONS

1. This section shall not apply to any covered interaction that is likely to include the discussion of:
     a. classified material;
     b. information that, if released publicly, would endanger public safety; or
     c.  information that, if released publicly, would endanger an ongoing criminal investigation conducted by a law enforcement officer.
2. An employee of a governmental agency in the Southern Region who determines that an exception under paragraph (1) applies to a covered interaction or series of covered interactions shall provide written notification of the determination to any person who would otherwise be permitted to make an audio recording of the interaction.

SECTION V: TIMING

1. This act shall take effect immediately.

Lee-Jackson-Davis Criminal Reform Act

SECTION I: NAMING

1. This law shall be known as the "Lee-Jackson-Davis Criminal Reform Act"

SECTION II: DRUGS, SEX, AND ALCOHOL
1. Any State in the Southern Region shall be permitted to operate diversion programs whereby persons admitting guilt for the following crimes may instead of conviction have the charges dismissed upon completion of a court approved counseling and monitoring program for six (6) consecutive months:
a. Unlawful possession of a controlled substance
b. Prostitution
c. Public drunkenness
d. Driving while Intoxicated
e. Reckless Driving

2. Possession of the following controlled substances shall no longer be illegal under any Regional, State, or local law:
a. Ahuyasca
b. Cathinones
c. Lysergic acid diethylamide
d. Peyote
e. Psilocybin mushrooms 
f. Coca leaves

3. Mandatory minimum sentencing requirements for the following crimes prosecuted in any court in the Southern Region are hereby repealed:
a. Possession of a controlled substance
b. Transportation of a controlled substance
c. Manufacture of a controlled substance valued at less than $100,000.00
d. Possession of a controlled substance valued at less than $100,000.00 with intent to distribute
e. Sale of a controlled substance valued at less than $100,000.00
f. Prostitution

4. No State or locality in the Southern Region shall enforce any criminal penalty for mere possession of alcohol against a person older than nineteen (19) years previously declared by a court as a habitual drunkard.
5. No State or locality in the Southern Region shall enforce any criminal penalty for mere loitering in a public place.

6. The mere possession of condoms or other contraceptives shall not constitute evidence or probable cause of prostitution.

7. Juveniles arrested for prostitution shall be eligible to have their charges dismissed provided they cooperate with the prosecution of their pimps and/or sex traffickers.

8. The mere operation of or employment by a massage parlor or bar that permits nudity shall not constitute evidence or probable cause of prostitution. No State or locality in the Southern Region shall raid a massage parlor or bar that permits nudity for prostitution violations except on particularized evidence.

9. The Regional crime of Human Trafficking shall hereby constitute a crime requiring convicted persons to register as a sex offender and abide by all relevant regulations. This shall not apply retroactively.

10. Possession of child pornography shall include but not be limited to possession in one’s browser cache.

11. No jail or prison in the Southern Region shall prohibit visitors from wearing tampons.


SECTION III: CRIMINAL PROCEDURE
1. For purposes of this law, “violent crime” shall be defined to include:
   a. murder
   b. voluntary manslaughter
   c. assault, aggravated assault, or any derivative thereof
   d. rape or sexual assault
   e. sexual abuse or aggravated sexual abuse
   f. abusive sexual contact
   g. child abuse
   h. kidnapping
   i. human trafficking
   j. robbery
   k. carjacking or hijacking any other vehicle, vessel, or aircraft
   l. burglary
   m. arson
   n. extortion
   o. Threatening a juror, potential juror, witness, or potential witness related to a criminal case
   p. domestic violence
   q. piracy
   r. illegal discharge of or brandishing of a firearm
   s. coercion
   t. stalking
   u. hostage taking
   v. terrorism
   w. conspiracy to commit any of the above offenses

2. Any person convicted in the Southern Region of any misdemeanor or felony shall be eligible to have all their criminal records sealed from public disclosure upon request as well as such previous convictions ineligible to be introduced as character evidence in a Southern court upon the tenth anniversary of conviction or one (1) year after the completion of the criminal sentence, whichever occurs later, provided the person has not been convicted on any new felonies. This provision shall not apply to violent crimes or to the possession, manufacture, distribution, or sale of child pornography.

3. Any juvenile convicted in the Southern Region of any misdemeanor or felony shall be eligible to have all their criminal convictions expunged upon the seventh anniversary of conviction or one (1) year after the completion of the criminal sentence, whichever occurs later. This provision shall not apply to violent crimes or to the possession, manufacture, distribution, or sale of child pornography

4. Any person in the Southern Region who is arrested for a crime and is later found not guilty by a southern court, or who is arrested but has the charges dismissed or expunged, shall be eligible upon request to have any mugshot, fingerprint sample, or DNA sample collected during the arrest in the possession of any law enforcement agency purged from all law enforcement databases.

5. Any person in the Southern Region who is arrested and charged with a misdemeanor or felony other than a violent crime shall be entitled to release from imprisonment prior to trial without paying a cash bail, provided the person charged has not previously been convicted for failing to appear in a southern court.

6. Any person in the Southern Region who is arrested and charged with a violent crime other may be eligible for cash bail to be determined by the arraigning judge or magistrate, based on the severity of the crime, the risk to the public, and the likelihood the person will fail to appear in future court proceedings. Nothing in this law shall restrict the ability of southern courts to issue protective orders prohibiting persons released pending trial from contacting or interacting with persons the court feels are at risk from the person being released.

7. Any person in the Southern Region charged with a crime shall be entitled to request pre-trial discovery and exculpatory materials eligible for disclosure under Brady v. Maryland unless the person expressly waives such disclosures in writing.

8. For purposes of criminal liability and sentencing, no juvenile in the Southern Region shall be criminally charged and sentenced as an adult for any crime committed prior to reaching the age of nineteen (19) years.

9. For purposes of criminal liability and sentencing, no person  in the Southern Region charged with a violent crime shall face elevated liability or sentencing due to the race, sex, or sexual orientation of the victim.

10. Persons charged with only the following crimes shall not be subject to arrest:
a. Public intoxication
b. Failing to timely return public library books

11. Nothing in Southern law shall prohibit a person charged with starting a fire in public in a metal trash receptacle from offering the affirmative defense of necessity.

12. During voir dire, no southern court in the Southern Region shall permit more than three (3) not for-cause peremptory challenges per side.

13. No State or locality in the Southern Region shall permit a non-unanimous jury verdict. Louisiana’s laws to the contrary are hereby repealed.

14. The following acts are hereby declared to be prohibited punishments upon conviction of a crime within the Southern Region:
     a. Submersion in or dousing with a boiling liquid;
     b. Breaking of bones either on or off a wheel;
     c. Burning or setting on fire;
     d. Crucifixion;
     e. Disembowelment or Vivisection;
     f. Draw and Quartering or painful stretching;
     g. Skinning or flaying;
     h. Branding, tattooing, or purposeful scaring;
     i. Castration, coerced sterilization, or coerced abortion;
     j. Impaling, stabbing, or cutting;
     k. Removing body parts, including appendages, organs or lobotomies;
     l. Rape or sexual penetration with an object;
     m. Caning or Whipping;
     n. Gibbeting or Pillorying;
     o. Posthumous Decapitation;
     p. Posthumous Dissection;
     q. Exile or Deportation of citizens;
     r. Revocation of citizenship, except as punishment for false statements given to obtain citizenship by naturalization;
     s. Implantation of microchip or other device for remote tracking;
     t. Denial of burial rites upon death;
     u. Refusal to protect;
     v. Forced hard labor;
     w. Neglect or abuse during incarceration, including starvation, denial of water, or refusal to adequately protect inmates from violence;
     x. Subjection to Extreme Temperatures;
     y. Subjection to Extreme Sensory or Sleep Deprivation;
     z. Any Other punishments causing unnecessary pain and suffering.
Nothing in this law shall be construed to deny the existence of other constitutionally prohibited cruel and unusual punishments. Nothing in this law shall be construed to prohibit non-punitive medical treatment.
15. It shall be a felony for any Regional, State, or local officer, employee, contractor, sub-contractor, or person acting under the authority of any such governments, to subject any person to the above listed punishments, punishable by a fine not to exceed $10,000 and imprisonment not to exceed 25 years.

SECTION IV: RESOLUTION SUPPORTING THE RETURN OF THE DEATH PENALTY
1. It is the position of the Southern Region that the Constitution of Atlasia be amended to permit the reestablishment of the death penalty.
2. If the Atlasian constitution is ever amended to permit the death penalty again, the following shall become law in the Southern Region:
a. Any person sentenced to death by a Judge or Jury in any Court of Record in the Southern Region shall have an automatic appeal by right to the Court of last resort for the Southern Region.

b. A person lawfully sentenced to die who exhausts their appeals shall receive by a right, a final meal of their choosing, provided the meal not be illegal to prepare and the cost does not exceed $800. The person lawfully sentenced to die may also invite a religious counselor, close family members and up to 5 friends to join them for the final meal, provided the guests pay for their own food.

c. The Electric Chair and the Gas Chamber are hereby banned as methods of execution the Southern Region may use to carry out a lawful death sentence.

d. In the event that the drugs used to induce a lethal injection become unavailable, or upon the request of the person sentenced to die, the Southern Region shall carry out the lawful death sentence by firing squad. Each firing squad must contain no fewer than 6 trained marksmen, and no more than 1 blank round.

e. A study shall be conducted into the feasibility of synthesizing a super potent formula of heroin or opium to be used during lethal injections to ensure a more humane and painless death.

SECTION V: TIMING
1. This act shall take effect immediately. No lawsuit enjoining this act shall be justiciable until 90 days after the passage of this law.

Lotteries should be fair act

SECTION I: LOTTERY FRAUD PREVENTION
1. The Regional Government and every State therein that operate a lottery shall collect the following information about winners over $500.00:
a. The place where the winning ticket was sold
b. The place where the winnings were collected on
c. Whether or not a winning ticket was purchased by the person claiming the prize
2. It shall hereby be a class 1 Misdemeanor to engage in the straw redemption of winning lottery tickets for the purpose of evading income reporting limits for taxation and government benefits.
3.  It shall hereby be a class 1 Misdemeanor for any vendor to engage in the micro-scratching of unsold lottery tickets, whereby the vendor discreetly defaces any unsold lottery ticket so as to check if the ticket is a winning ticket by scanner and then offers the micro-scratched tickets for sale. Said vendor shall also have their license to sell lottery tickets revoked for five (5) years.
4. This law shall take effect immediately.

Protecting the Health of Women and Babies Act

SECTION I: PROTECTING THE HEALTH AND SAFETY OF WOMEN AND BABIES

1. Any clinic that provides abortion services performed by a doctor who lack admitting privileges at a hospital within 200 square miles of the clinic must have a contract for admitting privileges at a hospital within 200 square miles of the clinic.

2. Any clinic that provides abortion services shall be annually inspected and inspected upon complaint by the State wherein the clinic is located. Clinics providing abortion services shall have their ability to provide such services suspended if any of the following are discovered during an inspection, until such time as the violation(s) are corrected:
a. Any violation of the Uniform Building  Code
b. Failing to have at least one (1) men and one (1) women bathroom in the waiting area including three (3) toilets per bathroom one (1) of which is ADA compliant and at least one (1) changing table in each
c. Failing to have at least one (1) drinking fountain and one (1) ADA compliant drinking fountain in the waiting area
d. Failing to have hallway widths wide enough to accommodate two standard stretchers going in opposite directions at the same time
e. Failing to have an entryway door width wide enough to accommodate two standard stretchers going in opposite directions at the same time
f. Failing to have a covered entryway height tall enough or width wide enough to adequately admit an ambulance to park beneath it
g. Failing to have a minimum of one (1) patient parking space per bed in the clinic
h. Failing to adopt and abide by a policy of medical equipment sterilization based upon AMA best practices
i. Failing to have at least one (1) functioning defibrillator that has been tested within the past six (6) months
j. Failing to have at least three (3) functioning fire extinguishers that been tested with the past six (6) months
k. Failing to adopt and abide by a policy for the disposal of aborted fetal tissue not otherwise donated to medical research through either cremation or legal burial

3. Any State within the Southern Region may elect to recover those costs expended in inspecting clinics offering abortion services by levying an annual fee of up to $5,000.00 on each clinic offering abortion services or a special sales tax of up to $100.00 on each abortion provided, but not both.

4. Any doctor in the Southern Region providing treatment to a patient for complications arising from an abortion shall report the following information to the Regional government about the treatment:
a. The age of the patient
b. Those symptoms or complications arising from the abortion, including but not limited to:
   i. Kidney Failure
   ii. Cardiac arrest
   iii. Internal bleeding
   iv. Blood clots
   v. Depression
   vi. Anxiety
   vii. Sleep Disorders
   viii. Phantom Pain

5. No minor in the Southern Region may receive an abortion without the express consent of her parent or legal guardian with the following exceptions:
a. The immediacy of a medical emergency makes the seeking of such express consent dangerous to the life or health of the patient
b. Upon the granting of a Special Order by an active judge in a southern court due to extenuating circumstances related either to the life or health of the patient or suspected sexual abuse of the patient by her parent or legal guardian

6. No Regional money shall be used to contract for services from entities that also provide abortion services.

7. This law shall take effect six (6) months from the date of passage.

Ban Ban Act

SECTION I: BAN ON BANS

1. No State or locality in the Southern Region shall make or enforce any ban on the following activities:
a. Possession, manufacture, transportation, distribution, or sale of plastic straws
b. Possession, manufacture, transportation, distribution, or sale of plastic shopping bags
c. Possession, manufacture, transportation, distribution, or sale of plastic water bottles
d. Possession, manufacture, transportation, distribution, or sale of alcoholic confections by persons nineteen (19) years old or older
e. Possession, manufacture, transportation, distribution, or sale of foie gras, provided all generally applicable animal welfare regulations are abided by
f. Possession, manufacture, transportation, distribution, or sale of any fertilizer approved by the Atlasian Environmental Protection Agency (EPA)
g. Possession, manufacture, transportation, distribution, or sale of any manufactured housing regardless of age provided the manufactured housing complies with the Uniform Building Code and any utility connection rules or skirting requirements mandated by the locality where the manufactured housing is situate.
h. Possession of a shopping cart in public
i. Display of yard signs smaller than 4 feet x 4 feet on one’s property outside of any public right-of-way or utility easement
j. Uranium mining in areas zoned agricultural or mining provided the mining operation abides by all federal regulations pertaining to uranium mining safety
k. Juveniles being in a public place during certain fixed times each night, except during a generally-applied curfew during a declared emergency
l. Trick-or-Treat activities by juveniles younger than nineteen (19) provided the juvenile does not otherwise trespass or commit any other crime
m. Operation of a facility permitting the wagering on on-site dog racing
n. Engaging in hypnotism of another person provided the person being hypnotized expressly consents in writing
o. Bars or restaurants allowing dogs other than service animals inside provided the presence of such animal does not otherwise result in health code violations
p. Possession, breeding, transportation, distribution, or sale of pit bulls or any other dog breed-specific ban, however nothing in this provision shall prohibit localities from requiring generally applicable dog registration, vaccination, tethering, or other regulations permitted under Southern law.

2. This law shall take effect immediately.

Nature's Bounty Act

1. Whereas, many of those resources provided by nature’s bounty are the common property of all Southrons, the following policies shall be in effect in the Southern Region:
a. Any citizen of the Southern Region may remove fallen timber from undeveloped Regional lands provided the person removing the fallen timber can safely remove the fallen timber without causing unreasonable disturbance on the land. Nothing in this provision shall warranty any Regional lands as safe for the removal of fallen timber or the operation of any work vehicle needed to haul the fallen timber. Persons removing fallen timber shall be strictly liable for any damages caused to Regional property during the removal process and transportation thereto and there from. No work trucks or power tools shall be permitted to be used to recover fallen timber from Regional lands between the hours of 11:00 PM and 7:00 AM.
b. Any citizen of the Southern Region may collect rainwater that falls upon their property. Nothing in this provision shall prevent private citizens from seeking an injunction against excessive rain capture in such a manner as to irreparably harm neighboring properties, including but not limited to effect on wells, effect on erosion, effect on topography, or the effect on flowing waters.
c. Any State in the Southern Region shall be permitted to offer a cash bounty program for the following nuisance pests:
   i. Coyotes
   ii. Nutria
   iii. Raccoons

2. This act shall take effect immediately.

EZ Pass Reform Act

1. Any State or locality that utilizes EZ Pass Transponders on public toll roads shall abide by the following regulations:
a. No active account shall be canceled by the authority administering the EZ Pass program prior to the passage of three (3) years of no activity.
b. No active account shall be canceled by the authority administering the EZ Pass program prior to the mailing of written notice to the last known address of account holder.
c. Any remaining balance held by an account that is canceled for inactivity shall be held in escrow for seven (7) years after cancelation. If the account holder does not claim the remaining balance after this time the balance shall escheat to the authority administering the EZ Pass program.

2. This act shall take effect immediately

Free the People Act

SECTION I: NAMING
1. This law shall be known as the "free the people act"

SECTION II: VEHICLE CONDITION
1. No State in the Southern Region shall require the display of a license plate on the front of a vehicle. Nothing in this provision shall limit the power of the States to require the display of a license plate on the back of a vehicle
2. No State in the Southern Region shall prohibit mufflers modified to contain “whistler tips”, a smaller piece of metal with a hole welded to the inside of the muffler.
3. No State in the Southern Region shall prohibit vehicles with lighted neon underglow lights with the exception of lighted neon underglow lights colored red or blue.
4. No State or local law enforcement officer in the Southern Region shall consider the presence of window tinting probable cause justifying a traffic stop.
5. No State in the Southern Region shall require windshield wiper blades on a vehicle that does not have a windshield.
6. No State in the Southern Region shall require vehicle roadworthiness inspections more frequently than once every two (2) years.
7. No State in the Southern Region shall require a minimum or maximum handle bar length as a determination of roadworthiness provided the person operating the vehicle can safely operate the vehicle.
8. No State in the Southern Region shall require NOx Emissions Testing as a condition of driving a vehicle on public roads
9. No State in the Southern Region shall prohibit the mere presence of cracks on a windshield as not roadworthy unless the structural integrity of the windshield is significantly compromised.
10. No State in the Southern Region shall prohibit the use of hydraulic lifts while moving, provided such use is not being done in an unsafe manner resulting in contact with road.
11. No State in the Southern Region shall prohibit the use of a license plate frame.

SECTION III: VEHICLE OPERATION
1. No State or locality in the Southern Region shall prohibit motorcycles from lane splitting, provided such lane splitting is done safely and only on the left.
2. No State in the Southern Region shall prohibit the operation of motorized golf carts on public roads where the speed limit does not exceed 25 miles per hour.
3. No State or local law enforcement officer in the Southern Region shall consider a person sleeping in a parked car as operating a motor vehicle.
4. No State or local law enforcement officer in the Southern Region shall consider a person operating a riding lawnmower on their own property as operating a motor vehicle.
5. No State or local law enforcement officer in the Southern Region shall consider the apparent non-use of a safety belt by a person in a vehicle as probable cause justifying a traffic stop.
6. No State or local law enforcement officer in the Southern Region shall consider mere burnouts as the unsafe operation of a motor vehicle.
7. No State or locality in the Southern Region shall prohibit vehicle idling.
8. No State or locality in the Southern Region shall impose a speed limit on Jet Skis lower than 30 miles per hour.
9. No State or locality in the Southern Region shall require motorcyclists or bicyclists to wear helmets on public roads.
10. Any High Occupancy Vehicle (HOV) Lane declared by a State or Locality in the Southern Region shall consider pregnant women as two persons for the purposes of using the HOV lane.

SECTION IV: TIMING
1. This act shall take effect six (6) months from the date of passage.

1. No Regional funds shall be expended for the purchase of toilet paper for the Regional capitol building and appurtenant offices that is of a superior quality to toilet paper provided in other Regional buildings.

Resolution Proclaiming Barbecue Celebration Month

- Whereas the consumption of barbecue is an important and delicious way to maintain proper nutrition, and

- Whereas barbecue is a popular meal culturally associated with Southern Region, and serves as an excellent symbol of Southern love, hospitality, and charm,

The month of July 2019 shall be proclaimed Barbecue Celebration Month. It shall be the official policy of the Southern Region to encourage all Atlasians to eat barbecue at least once during Barbecue Celebration Month, and preferably four times to sample all styles: Carolina, Texas, Tennessee, and Missouri.

Boycott Boycott Act

1. “Boycott” is hereby defined as refusing to deal with, terminating business activities with, or otherwise taking any action that is intended to penalize, inflict economic harm on, or limit commercial relations with Israel, but does not include an action taken for bona fide business or economic reasons or a boycott that is specifically required by federal or Regional law.

2. No Regional bureaucracy or any State or locality in the Southern Region may enter into a contract with a contractor unless the contract includes a representation by the contractor that the contractor is not currently engaged in, and will not for the duration of the contract engage in, the boycott of a person or an entity based in or doing business with Israel.

3. Any government in the Southern Region shall reserve the right to terminate any contract where a contractor falsely represented their participation in a boycott of Israel.

4. All future contract bids shall include these regulations in the bid solicitation.

5. This act shall take effect sixty (60) days from the  passage of this law

Being safe in public Act

Be it enacted:

1.) Any business establishment or church in the Southern Region may choose to prohibit invitees and licensees from carrying firearms while inside the establishment, provided the establishment posts a visible sign not less than 2 Ft X 2 Ft near the front door stating "No Guns allowed." This shall not apply to firearms locked in a vehicle parked in adjacent parking lot or parking garage, unless the parking lot is fenced in and the establishment posts a visible sign not less than 4 Ft X 4 Ft near the front gate stating “No Guns allowed on this lot.”, or the entrance to a parking garage has a visible sign not less than 4 Ft X 4 Ft near the front gate stating “No Guns  allowed in this garage.”.

2.) Stadiums, fairs, and Conventions may choose to prohibit customers from carrying firearms while inside the venue, provided the venue posts a visible sign not less than 4 Ft X 4 Ft near each public entrance stating " No Guns allowed."

3.) Any business establishment in the Southern Region which is licensed to sell alcoholic spirits by the drink may choose to allow customers to carry firearms while inside the establishment.

4.) Brandishing a firearm while intoxicated is hereby prohibited. Violations shall be punishable as a Class 1 Misdemeanor.

5.) Policies limiting the lawful carry of firearms on a public property must be narrowly tailored so as to be the least restrictive means or achieving a compelling governmental interest.

6.) The End of Session Omnibus Regulatory Reform Act shall be amended as follows:
