Southern Chamber of Delegates Special Elections Act

Be it enacted:

1.) If a member of the Chamber of Delegates resigns 40 days or earlier before the next regularly scheduled Chamber of Delegates election, a special election shall be held seven days later and will last for the time period allotted for standard elections.

2.) The winner of the special election shall be sworn during the day on which the election concludes.

Department of Infrastructure and Environment Act

-The Department of Infrastructure and Environment shall be denoted as DoIE throughout the following.

Be it enacted:

1.) The DoIE shall be financed by the Chamber of Delegates through the passing of the budget.

2.) The DoIE shall be led by an Executive Committee of five members, all of whom must be approved upon by a simple majority of Delegates.

   a.) The Governor of the South shall appoint the Secretary of the Department of Infrastructure and Environment

   b.) The Governor of the South shall appoint four Associate Secretaries.

3.) The DoIE shall be tasked with leading infrastructure- and environment-based projects as directed by the Chamber of Delegates and by their own Executive Committee.

Southern Infrastructure Survey Act

-The Department of Infrastructure and Environment shall be denoted as DoIE throughout the following.

Be it enacted:

1.) The DoIE shall conduct a survey identifying specific bridges, roads, or any other forms of infrastructure deemed at risk.

2.) This survey shall be submitted to the Chamber of Delegates no later than one year from passage and shall include an estimate of financial costs needed to fix the stated areas of infrastructure.

Development of Foreign Language Programs in Southern Schools Act

1.) The Southern regional government shall evenly distribute $10,000,000 in grants to the school board of every county across the South.

2.) The grants as received by the school boards shall be used to develop the foreign language programs of Southern public schools.

Firearm Safety Act

Be it enacted:

1.) No Southern company, organization, or any other group or facility shall be permitted to sell, distribute, and use bump stocks.

2.) No Southerner under the age of 21 shall be allowed to purchase an assault rifle or a semi-automatic weapon.

No Inappropriate Cell Phone Use in Motor Vehicles Act

Be it enacted:

1.) Any driver discovered by law enforcement to be using a mobile electronic device in any other way than a phone call shall be fined.

     1a.) On the first violation, the violator shall pay a fine of 150 Atlasian dollars.

     1b.) On the second violation, the violator shall pay a fine of 250 Atlastian dollars.

     1c.) On the third violation, the violator shall have his or her driver's license suspended for three months.

     1d.) On the fourth violation and every violation thereafter, the violator shall lose his or her present driver's license and may only reapply one year later.


Note: This was, in part, inspired by a recent law passed in real life in Florida.

Regional History and Government Testing Act

Be it enacted:

1.) Upon the completion of a United States history or government high school class not currently coinciding with a nationally administered exam, students are required to complete a test based on the curriculum of the class’s subject matter.

2.) A committee made up of representatives from each Southern state chosen by each state’s education board shall be responsible for the creation and administering of the test each year.

Survey Examining Election Safety Act

Be it enacted:

1.) The Southern Department of Elections shall submit a survey detailing all relevant security measures in regards to voting machines and voter registration.

   1a.) The survey must be detailed in explaining possible vulnerabilities and areas where the   reliability of information or votes could be compromised.

2.) Upon its completion, the survey shall be presented to the Chamber of Delegates for review.

Resolution Recognizing the Armenian Genocide

Be it enacted:

1.) The Southern Region recognizes that the Ottoman Empire ruthlessly killed 1.5 million ethnic Armenians from 1914 to 1923 in an atrocity commonly labeled the "Armenian Genocide."

2.) The Southern Region condemns the official stance of the Republic of Turkey that the above event is not considered a genocide.

Firearms Reform Act

Be it enacted:

1. All persons in the South who attempt to purchase a firearm must complete an application prior to purchasing.

     1a. The application must include, at the minimum:

          a. Full legal name

          b. Address of permanent residence

          c. Criminal history

          d. Mental health history

          e. Past gun history (“Have you purchased a firearm before?” “Do you currently own a firearm?”)

     1b. The application must be completed and returned to the seller a maximum of ten days upon being received.

2. The seller must submit the application for verification.

     2a. If verified, the prospective buyer is permitted to purchase the firearm.

     2b. If denied on the basis of false information, the prospective buyer is not permitted to purchase the firearm.

3. Upon purchasing, the seller must submit the full legal name and address of the buyer, as well as all relevant information about the firearm purchased, to the Southern Firearms Registry (see Section 4).

4. The Southern Firearms Registry is hereby established and shall keep records of firearms purchases in the South.

5. The sale and usage of bump stocks are hereby prohibited.

Recycling Awareness in Schools Act

Be it enacted:

1.) Every school funded by the Region of the South must have one recycling bin per garbage bin with the property, including in, but not limited to, classrooms and eating areas.

2.) Schools must spread awareness about recycling and the presence of recycling cans on campus.

Officer Training for School Shootings Act

Be it enacted:

1.) $75 million shall be distributed to local police departments throughout the South to train officers on how to respond to shootings on school campuses.

2.) Officers must spend the equivalent of two weeks per six months on instruction with a focus on the school situation in how to, but not limited to, complete the following if necessary:
     a. Hostage and surrendering negotiations
     b. Setting up appropriate barriers
     c. Assisting students escape
     d. How to properly raid

3.) Commanding officers must be familiar with the basic schematics of each school in the officers’ localities.

Could this be amended to just change the entire dates of Southern elections? Because right now, they're way off of the national calendar and it really depresses turnout. Sorry if this thread isn't the right place to respond to the proposal, just wanted to give my thoughts.

That would be a good idea! If you want to write a bill of the sort, I would certainly love to entertain the idea and present it.

Sales Tax Exemption Act

Be it enacted:

1.) No sales tax at the regional, state, or local government shall be collected from certain products in the week prior to a natural disaster.  Such products must include, but are not limited to:

   a. Food

   b. Drink

   c. Ice

   d. Fuel for vehicles

   e. Toilet paper and paper towels

2.) No sales tax at the regional, state, or local government shall be collected from specified school supplies on the Friday, Saturday, and Sunday prior to the first day of the school year.

Abortion Safety and Guidelines Act

Be it enacted:

1.) Licensed doctors shall be the only persons legally allowed to perform abortions.

2.) All second-trimester or third-trimester abortions must be performed in hospitals.

3.) The requesting and performance of any abortive procedure on the basis of race, sex, or sexual orientation is hereby prohibited.

4.) The use of the dilation and extraction abortion procedure is hereby prohibited.

4.) The use of the dilation and evacuation abortion procedure is hereby prohibited.

5.) The sale of fetal tissue is hereby prohibited.
