Unless I am missing it, this bill would presently violate the House's paygo resolution since the $10 million isn't funded.

If you sponsor the bill, you can go ahead and propose an amendment to change that. Smiley

Representatives have 24 hours to object to Representative Rfayette assuming sponsorship of this bill.

With no objections, Representative Rfayette is now the sponsor. I invite the Representative to make a post advocating for the bill.

I support this bill because preserving the language and culture of Atlasia's ethnic groups indigenous to this nation is important.  The amount of money seems very reasonable and the goal good to help keep these languages and traditions alive in the schoolrooms.

This is a pretty important factor to address. Does anyone have ideas for how to tackle this?

I would bring this to a final vote, but I probably shouldn't since it violates House rules.

I'll throw up a few ideas, give me like a minute. And anyone else who has ideas should offer them, too.

Hopefully the House can come up with a way to deal with the paygo thing. Especially since I remember President fhtagn was pretty happy about this bill when it was in the Senate.

If nobody can think of a fix, there is a provision in the paygo where the House can override that rule with a 3/4 vote.

I motion to override Article 2 Section 6  of the House rules for this bill. As for a fix I have introduced a massive overhaul to the rule that I am hopeful the house can pass.

I am not sure the sort of figures we would be saving from schools that have been stripped of their funding under the Protecting Our Students Act, but some of the saved funding could go towards this since it does have a large educational aspect in this bill. But that would be something the GM Dept would need to provide figures for if it can be done.

Also I'd have to double check on actual numbers, but it appears the cost of this can go down, too. I can see a large amount to build and open the museum, but I am curious why $10 million annually and if it's feasible to lower the annual budget for it to make it a bit more passable since money is the big issue.

I would expect a large initial investment and a smaller ongoing one. An investment static in time does not make sense for a museum.

Doesn't this imply that the rule itself is the problem and not the unfunded appropriations?

With regards to paying it, this site says this about museum funding:

We could use that to make more realistic figures, although the bill talks about things other than simply running the museum (i.e. acquiring artifacts and facilitating trips, etc.).

Anyway, to paying it:

Throwing "fiscal responsibility" out the window seems like a terrible idea, so hopefully we don't do that. Tongue

Thinking over the issue, there are basically 4 ways government can pay for something:

-debt (a bad idea! Tongue)
-cutting spending elsewhere (whether this is a good or bad idea depends entirely on what it is being cut--I'm open to suggestions!)
-raising tax revenue (raising taxes on people is bad in and of itself, so it's best to be avoided, although I think there are places where we can cut loopholes and whatnot)
-fees (i.e. toll roads--this is something we could actually apply to this, charging for admission to the museum)

Hopefully that can get someone (possibly me, but clearly I'm not always quick on these things Tongue) to figure it out.

Keep in mind that debt itself functions as a tax in way or another. Either you directly tax to pay it down, inflate your way out of it (which is regressive in nature I would add) or pay higher interest rates (which means borrowing money in the private sector becomes harder.

Deficit spending at these levels of deficit is basically the same as raising taxes on the poor, but with a ten year delay.

OK, I propose an amendment.
Amendment:  Paying for Museum

In order to pay for this proposal, a $15 admission fee should be levied for admission to the museum.
