I give him a 5. He was a do-nothing president, but at the time that was exactly what America needed him to be.

5.   He set the precedent for being president that everyone since has followed.   Nobody had ever done it before him and he knew everything he did would be what every president after would follow by (like the two term limit).   You gotta remember that when he was president, our country was in it's infancy and still growing and getting its feet wet.
