Not all of these cities are north of the Arctic Circle but they may as well be.

Why would I want to live somewhere where summer is colder than winter in Tennessee?

Because conservatism relies on thrift, hard work, and a willingness to suffer.

It's very hateful of you not to refer to Utqiaġvik by its proper name.

After a little research, Tromso would seem to be surprisingly civilized.  Whitehorse would be second choice.

Why would I want it to ever be below 80 degrees? (Admitedly, this applies to LA, but...)

But no one lives above 80, it's polar ice caps or treacherous mountains depending on which side, and The Poles are only another 10 degrees away.

Maybe possibly Tromso, none of the other options as they're far too isolated.

If I had to pick, Tromso. Pretty civilized and it's in Norway.

Barrow, Whitehorse, Yellowknife, Nuuk, Longyearbyen, or Tromsų. Iqaluit is dangerous and the Russian cities are Russian.

This, but if I really had to choose... Tromsų or Whitehorse seem interesting. Maybe even Iqaluit.
