As an introduction to this act:

Fremont is the only region in Atlasia that is vulnerable to regular and destructive earthquakes. That is a fact. Unlike other developed areas that have to deal with regular and destructive earthquakes, namely Japan, Fremont currently has no early warning system to give our citizens the critical seconds they need to find shelter and possibly save their life. This act helps not only to complete our seismic monitoring system in regions with major tectonic action, but also to ensure that data about incoming quakes is transmitted to as many Fremonters as possible. I don't want our citizens to be unprepared when the next quake hits. Let's pass this act and save lives.

Almost no one can feel a 3.5 earthquake and damage from those are quite rare. Also any reason no seismometers in Hawaii?
