In the last few years, Russia has been accused of state-sponsored terrorism.

Vladimir Putin has been arming the pro-Russian insurgency in Eastern Ukraine in the context of the War in Donbass in addition of providing military assistance to them.

Since the ratification of the Iran nuclear deal, Russia has increased its missile sales to Iran in addition of exporting uranium to this same nation that is none other than the world's largest state sponsor of global terrorism and seeks to get nuclear weapons to launch nuclear attacks against nations like Israel.

And Russia has been accused of arming the Taliban apparently in an effort to derail NATO in Afghanistan.

The state sponsors of terror list ins't an objective list, it's a political tool and it would be very dumb politics to put Russia on the list.

depends on your geopolitical aims. Namely if you plan on global thermonuclear war breaking out, it's a decent first step.

As opposed to regional thermonuclear war? Because they've certainly done more international terrorism in recent years than North Korea.

you need to think of it via Realpolitik: it's one thing to isolate a hermit kingdom with no friends, literally no global clout and no relevant place in the global economy; quite another to start a poking jabs with a great power with one of the largest militaries in the world.

And the terrorism charge can be brought straight back at the US: either directly through the SDF (and yes, the Kurds are good guys that we all like, but the US recognises the PKK as a terrorist organisation by its own rules) or via proxy (the approval of Gulf allies funding insurgents in Syria).

I'd rather allow CIA to assassinate foreign leaders again...and make Putin their first target.

This. As much as I hate Putin's Russia, that would be a very, very dumb step.

The shooting of MH17 alone would justify it.

Ftr, Russia today, with its presence in Syria, is basically helping Assad and Iran arm Hezbollah, a terrorist organization that wants me and every other Israeli dead. Nontheless, putting it on the list is still a stupid move, so I agree.

Agreed.

Also, Russia is not a 'great power'. They are a weak regional power which seems scary because they use their very limited resources to bully their neighbors, who are even weaker.
