My plan B uses different priorities to draw the map. Here the goal is to keep the Knoxville UCC intact, minimize chops, and minimize the size of chops where used.



In Shelby the only chop is for the Shelby/Memphis school district; all other school districts in the county are in CD 8 as in plan A. By using Robertson with Davidson a chop of only 13,823 is needed in Sumner for CD 5, so there is no macrochop. The four county Knoxville UCC is intact in CD 2 and with Union only a chop of only 8.401 is needed in Roane. Reducing the number of chops increases the maximum deviation to 4,170.

Not just Pulaski, but why chop up the Little Rock metro so much? Same question for the Fort Smith metro. It's like posters don't care about metro communities of interest in AR. Tongue

For the record the Little Rock UCC is Pulaski, Faulkner, Saline and Lonoke. There are two other UCCs: Fayetteville (Benton, Washington) and Fort Smith (Sebastian, Crawford).

Until the last cycle AR had a history of drawing CDs with whole counties, and they could have maintained that in 2010, but didn't.

Here's a submission consistent with the way IA would draw AR. All counties are kept intact and population inequality is kept low. In this case all CDs have a deviation less than 200 and all UCCs are kept intact. IA does not permit the use of political data while drawing, and neither did this plan, so there was no gerrymandering to create a Dem-leaning CD.



CD 1: (-137) R+16
CD 2: (+167) R+7.7
CD 3: (+138) R+20
CD 4:  (-170) R+17

Addendum: You can swap Cleburne for Van Buren and Prairie. The population deviations for 1 and 2 become -177 and +207 respectively. The shapes look better, but the erosity is actually the same. So I went with the lower population range.

Yes, as it is in ASV's plan that I started from. My plan B has no macrochops except for Shelby, and those are minimized to limit the size of the chops at the expense of some erosity.

Thank you. I know my plan will not be the neatest, or have the least county splits, or have the most compact districts, but I am certain that my plan will be the only plan to have two black majority districts, doubling the representation of Louisiana's African-American community.
