as a former Californian I have a few points on your mostly good map.  however:
1. El Dorado County should be kept whole.
2. Combine Northern and Eastern San Joaquin County  with the Eastern Sac county suburbs like Orangevale
3. in SoCal make a CD as follows: Camarillo, Thousand Oaks, Moorpark, Simi Valley, unincorporated N. Ventura County, Santa Clarita, and the western parts of the Antelope valley (like quartz Hill)

I’m gonna be lenient with the allowed popdev for California bc of DRA limitations—a lot of the voting districts are massive in population. How about 5%? Anyone have a problem with this?

AZ has come and gone, but I played with the map, to try to get the skew down from Muon2’s fine map above, and managed to carve out another Dem CD in Phoenix without upsetting the apple cart too much.
