I'm new to redistricting, but I've looked at the maps on this board for a while and decided to make a few of my own and I want to color them with the Atlas colors. What kind of paint app. do I need to do this with?
(Also I won't be posting much, I'll just "lurk" like I did before.)

Yes, but I'm not really sure what I'd need to work on it/how to change the lines for it.

This is a good template. It's basically a county map.
Megameow created the original, I added a PVI key.

you’re supposed to actually draw and erase lines with a program like MS Paint and then fill the districts in with the colors
