It would take a popular, moderate incumbent Republican President running against a very unpopular Democratic nominee. basically Nixon vs McGovern in modern times.

Hawaii really likes incumbents.  Bush kept it within single digits in 2004.  I really think all you would need is a popular Republican incumbent with a Clinton 1996 level PV win.
