I know there are a couple in Mississippi (Hinds, Chickasaw) but what other Southern Counties did Carter actually manage to improve in?

Guessing this would be almost entirely due to increased Black turnout and slightly higher margins than '76 in just about all of these?

That is definitely the case in places like Alabama where most of the swings to Carter happened in Black Belt region of the state.

That, plus increased "white flight" from such places and Hinds, MS and NOLA, I'd imagine.

Upson is a lot whiter than most of the Southern counties that swung to Carter in '80. What explains that?

Also that's a surprisingly large number of (mostly) cities that swung to Carter in VA considering he went from losing the state by less than 2 points to losing it by about 13.

Reagan was the beginning of the decline among the well-educated vote for Republicans, most of those ICs are college towns.

Losing college towns is in no way some ominous sign that you're going to start to lose the college educated vote as a whole.  Reagan had a higher margin among college grads in 1980 than Ford had in 1976, and he increased that margin in 1984.  Not sure how he was the beginning of the decline.  Bush did worse because he did worse overall.

I assume it's based on margin. Anderson caused Carter to win some counties by a wider margin while getting the same % or slightly less compared to what he got in '76.
