There's no Tax Increase in 1993, so the budget is in worse shape going forward. There's also no push for Healthcare reform and there's no Assault Weapon Ban in 1994. The Brady Bill may also be vetoed to. NAFTA still happens though. I doubt Bush would see any major legislative accomplishments in a second term as the Democrats would still control congress and given how much flack he got from the base over breaking the tax pledge, I doubt he'd be willing to compromise with them. 1994 is also a Democratic year, but it's not a big wave either. Internationally, Bush likely sees more success than Clinton did at that time, particularly with regards to Russia and in Somalia. A Democrat most likely beats Dole or Quayle in 1996 and most likely gets re elected in 2000, making 2002 and 2004 Republican waves.
