Absolute minimum of 23, probably closer to around 26, with a chance of going even higher.

I'm guessing that the governor's will be roughly 25-25 after 2018.  Dems pick up FL, IL, ME, MI, NM, NV, OH, WI, and possibly even a KS or OK.

New Mexico, Illinois, and Maine are all going to be the first ones to flip,  so at least 19 even in the worst scenarios.

From there Michigan, Florida, Wisconsin, and Nevada would be the next tier, which makes 23.

After that, New Hampshire, Ohio, and Maryland, Vermont, which is 27.

And finally the wave insurance seats:  Massachusetts, Arizona, Iowa, Georgia, and Kansas, bringing the total possible to 32.

I'd say 22-24. IL and NM are probably given. MI and ME would be the next to flip, followed by NV/WI/MD/FL, which are Toss-ups. If Democrats don't win all of them, they have a chance in AZ/KS/IA/OH/NH. Republicans could pick up AK and CT, and have a chance in RI.

Maine is by no means guaranteed to flip lmao. Hayes’s presence in the race completely throws a wrench in Democrats’ plans, and there are very strong candidates on the GOP side and less strong candidates on the Dem side. Mills and Eves are both unpopular and could lose to Mason or Moody.
