While I deeply regret the tabling of this much-needed reform, I take responsibility for the lack of debate on the matter and bear no ill will to my colleagues for their vote.

I will be reintroducing a modified version of this proposal in due course.

In the interim, I strongly support the compromise bill introduced by Rep. ReaganClinton and applaud him for his intelligent and thoughtful approach to the problem.
