In the first 1996 debate, Dole attacked Clinton for "nation-building". In 2000, Dubya did the same. What did Clinton do that the GOP considered "nation-building"?

Perhaps bombing Serbs in order to literally create two nations out of Muslim enclaves in what remained of Yugoslavia was what there were referring to?

At least for the 2000 election, the issue was Kosovo and Bosnia, both of which were effectively NATO protectorates that weren't self-governed (Bosnia really isn't fully self-governing even today).
