Some thoughts:

Much of the equipment listed does not need to be replaced every 5 years
General pediatrics may not be qualified to conduct mental health screening
The federal govt cant mandate medical testing like this
This will be expensive
If its funded by the fed government why notify the Regional govt
Price caps are troubling

I'm inclined to agree with Mr. Reactionary here - where is the constitutional authority for the federal government to mandate medical tests?

Interestingly the old Constitution had this rather bizarre - and oft-abused - clause which is notably absent in our current iteration:

that's why I should spend more time proofreading.

2. Judging by experience here in Connecticut, pediatrics know a decent amount about mental health. Now, if that's different in other states, we should work out a way to have pediatrics universally know the same things.
3. Well, considering that the bill is relatively loose on these aspects, I'm sure we can find out how to make this work.
4. Yes, this is a very expensive project. Personally, I believe it is for the greater good of protecting Atlasia's children, but we can remove any expensive part you may think is unneeded.

I certainly think we can do something about mental health in schools and we should. To achieve that and achieve desirable results though, it has to effective, it has to be practical and of course it has to be constitutional.

I agree very much with mental health tests.  I do have a clarification question:  are all students required to have yearly physicals to enroll, and are mental health checkups part of it?  I do think it would be nice if there was some tracking mechanism for those students determined statistically more likely to have problems to screen them for further testing.

The reason by the amendment is based off of the point the Mr. R made, not all of this equipment has a life span of five years. Some of it is shorter, some of it is much longer and going further this constitutes an unfunded mandate on the LEAs (Local Education Authorities).

In fact the whole section probably needs a substantial rewrite now that I think about it.

Question: how do you plan to solve these?
In terms of the second one, all mental health tests should be streamlined across Atlasia, and again I'm willing to work with everyone on that. As for the other one, this is a more difficult aspect to determine. We can't just bypass the constitution, but there's gotta be some way to put this in the bill. Mental health is important to the children of Atlasia and if it's going to stop the loss of lives in some situations, we should be able to compromise to get it into the bill.
