Alright, I'm sure likely a few amendments are necessary, as even though my name might imply it, I'm not an expert on transit. Tongue This bill was created with the purpose to research new high-speed rail lines, foster development between public and private corporations in the construction of new high-speed rail lines, and to provide and improve upon the framework of a national high-speed rail system.

No objection to the amendment but I’d question the principle behind this legislation - infrastructure spending is a popular hobby horse but is as often as not promoted by self-interested engineering lobbies - is the sponsor aware of compelling evidence for the value of high speed rail, specifically in an Atlasian context, and whether we can avoid simply creating a panel to line the pockets of construction and transport bodies?

On your first point: yes, there is great value in high-speed rail projects, as while we are a car-centric nation, to alleviate congestion on roads, alternative forms of transportation must be constructed. Simply building more lanes only encourages "passive" drivers who do not currently use highways to swtich to highway use. High-speed rail, however, is a better alternative than other proposals (such as an increase in air travel), as it is not only more environmentally friendly, it is quite faster than road travel, but in the end, it will reap many economic benefits for those along the lines in the form of transport-related investment.

On your second point, I'd like to work out a way to get the private sector involved, without creating a panel to line the pockets of lobbyists. This may, however, require a change to the system, that I'm not quite sure at the moment as to what to do.

The Commission can later motion to construct the lines or Congress can pass new laws authorizing individual lines' construction by the Commission with specific stops.

Well how much money does a one cent sales tax yield?

It depends on the region the sales tax will take effect on. I'm not an economist, so when I researched, I didn't find anything of use, but the sales tax would be one cent for every purchase that sales taxes apply to.
