There's pretty much universal agreement that an amendment to guarantee income equality is needed, but what would be the actual words of this amendment, and who'd be responsible for enforcing it?

It might say something like: "Income equality is a right guaranteed to all citizens. The judiciary, President, and Congress shall have the power to enforce this amendment."

But would the amendment need any more specific provisions?

Agreement among who? Idiots who don't look at what happens in the real world? The sad truth is that humans are not saints and whenever something like this has been tried, the end result is practically no one does anything more than the bare minimum needed to survive because they can't benefit from it.  Sometimes they don't even do that.  At best, if a community of true believers in communism starts a commune, it may prosper for a time, but those last only as long as the members thereof continue to place a high economic value on communal living.

I don't think you understand what "universal" or "agreement" means.

Either way, this kind of amendment would be completely untenable without a complete repeal of multiple other amendments, and any system where it was likely to become law would be one where the constitution wasn't a concern at all anymore.

This is one of the worst ideas I've ever heard. Not only does it give unbelievable power to the government, it would destroy the economy and standard of living we have in this country and make EVERYONE worse off. I can understand progressive desire to see the income gap be closed, but the idea that everyone should be paid the exact same in a country where people have different skills, talents, abilities to risk capital, and other things is simply ludicrous. This would never pass, and your idea of what constitutes 'universal agreement' is almost as flawed as the actual idea you're proposing.

An income equality amendment wouldn't abolish capitalism in any more sense than China has abolished capitalism. Instead it would abolish the Constitution as a document with any power to enforce the rights it describes.  We'd be like all those countries with lofty ideals in their constitutions that are completely ignored unless they are convenient.

edit-to be clear, I'm not claiming a CEO should make 100 times his (his? really? it's 2018 buddy!) average employee, I'm saying that a CEO can make that much more....or a 1000 times more, or 5 times more.  It all depends on what the people that own the company think the CEO is worth.

And since we live in a time of too much information, it's not hard for one to find out how much a CEO of a given company makes and if he (or she Wink ) makes more than you think they should, you can choose not to support that business and can even send them a message telling them why.  Being a consumer is a very powerful position to be in.  Not as powerful as a CEO or the company that buys a million times more sh**t than you, but you still have some weight.  Use it.
