So if any one is confused, you are voting on the bill at the top and the Senate rule section at the bottom. There is a non-severability link so all three have to pass, yet at the same time each chamber is only voting on its own rules change.

It thought this was better than trying to dictate rule changes through statute and even micro managing them.
