Donald Trump today suggested that he was going to get Congress adjourned unless the Democrats approve some public official positions needed to fight the Corona-virus:

"As the entire US government works to combat the global pandemic, it is absolutely essential that key positions at relevant federal agencies are fully staffed, and we're not allowing that to take place through our Congress,"

https://edition.cnn.com/2020/04/15/politics/donald-trump-senate-adjourn-constitution/index.html

I don't know 3/5th's of f-all about this particular phenomenon in US Politics. The positions include:

  • Director of National Intelligence
  • Two members of the Federal Reserve Board of Governors
  • Assistant Secretary of Treasury

What exactly is he suggesting, and can he get this done by this method?

Is it something that would work in this pandemic scenario, and what are the long term implications of using this technique?

Trump's refused to replace people at all levels of government and in many cases put stooges in charge as "acting directors" of this and that. He's literally one of the last people in America that should have any right to b__ch sbout this stuff.

Indeed. Mr. Trump's whining on this (So. Much. Whining.) is, like everything else he does or touches, complete garbage. This is just a power grab from a wanna-be dictator. (Thankfully, he's just as incompetent at that as he is at everything else, or our Republic would be metaphorically buried in a shallow grave in the woods, instead of still being sexually assaulted in a dark alley.)

Among the appointees that would likely be confirmed through any potential recess appointments are Rep. John Ratcliffe, whom Trump has controversially appointed as the new director of national intelligence despite his partisanship and resume padding; Federal Reserve nominee Judy Shelton, who has called the Fed the “biggest risk” to the economy; and conservative filmmaker Michael Pack, Trump’s nominee to head the Broadcasting Board of Governors. The president’s urgent desire to get these and other officials appointed ASAP, of course, comes as Trump has typically dragged his feet on Senate-confirmed officials in the past, relying disproportionately on acting officials that don't require Senate confirmation. There are also still 150 positions requiring Senate confirmation for which Trump hasn't even named a nominee, per a database maintained by the Washington Post and the Partnership for Public Service.

His biggest obstacle to getting his nominees through the Republican-controlled Senate is simply that he hasn't even bothered to nominate anyone. The only appointees at issue are a handful of super-bootlicking, especially unfit lickspittles who are so awful he can't even get Moscow Mitch's Senate traitors to approve.

I personally know over 100 people that could do Trump's job better than him. I think perhaps even I could. Unlike Trump, I would heavily lean on all available resources including experts and my advisors to minimize my presidential weaknesses.

Obama should of used this power to get Merrick Garland approved. McConnell abused his power by the obstruction of the Judicial process

They SHOULD approve his appointees.

While I don't agree with the refusal to consider Garland's appointment, and will not defend that, Garland's appointment was a lifetime appointment to a separate branch of Government.  Trump's appointment to Executive Branch positions are appointments to positions where the appointees serve at the pleasure of the President.  That's a significant distinction.  The Congress was meant to have a check against the Executive in regard to Judicial appointments as they are LIFETIME appointments.  I don't agree that Garland was the place to use that, but this is what it is, and McConnell's actions on Garland is not a defense for holding up these appointments.

Again, its hypocrisy on the part of Rs to demand this in an election yr, when McConnell said leadership positions should not be filled during an election yr. These are agencies which will expire at the end of 4 yr Trump. The SCOTUS nomination was very valuable to try this, and the Dems should of blocked Senate if they didnt get a recess appointment , but they didnt think Kennedy was gonna retire until after 2020
