The economy was in a recession in 1992, with Michigan getting hit hard. Bill Clinton would seem like a perfect fit for Macomb, but they went for HW Bush.

Northern blue collar white areas such as Macomb county (and also places like Maine 2nd district) tended to be areas where Perot ended up hurting Clinton, as given a choice between Clinton and Bush they probably would of chosen the more relatable Clinton.

Macomb's natural conservatism, pro-incumbency, and the fact that Clinton in '92 had yet to prove he wasn't "soft on crime" like McGovern or Dukakis. By '96, the crime rate was down, Clinton was the incumbent, and Macomb voted Clinton.
