Prince George's MD is one, Perot got 9.09 and Trump got 8.40

Shannon county SD is a tie, 8.30 for each, I'm sure there must be a few others

Basically anywhere that saw massive swings to the Dems over the 90's and 00's, SF bay area, Alameda is one I believe, Blaine co ID is surprisingly one as well.
