Not on the list are New York County, NY (Trump- 10% vs. Perot 5%) or Philadelphia (I don't think Perot reached 15% in Philly), nor is San Francisco on the list (though it was very close: Trump got 9.2% there vs. 9.0% for Perot).
On the list are Detroit, MI (3.1% Trump vs. 4.0% Perot); Washington, DC (4.0% Trump vs. 4.3% Perot); and Cambridge, MA (6.5% Trump vs. 10.0% Perot--the greatest discrepancy I could find). Two of those three are places I have lived.
Any others? Let's say places with at least 10,000 total votes cast both years. Perhaps in New England or CA or Pac Northwest?
