I'm okay with this, especially since it is being done after thorough review and recommendation process and not haphazardly as a purely ideological goal.

Who do you think suggested it should be done haphazardly?  Sure, some can be ended by just using common sense.  People that paint nails shouldn't need more education than an EMT.

Apprenticeships and formal training programs are usually just as good as licensing at qualifying people for their jobs. Licensing might be a way of keeping out lawbreakers (OK, you need a criminal record check to ensure that a prospective teacher has not been culpable of child abuse or neglect, illegal drug use, etc.)
