Given that much of California especially has been suffering some sort of drought and with the fire risk there slowly getting worse in recent decades, a farm bill will provide adequate relief to such regions.

But the amendment doesn't define "emphasiz[ing] the use of water conservation and erosion mitigation methods."  That may or may not be a Second Amendment violation, and it's not functionally practical.
