I thought the US Constitution required that whenever eminent domain was used, it had to be part of a plan to use it for public purposes. This is clearly unconstitutional usage of the system.

Kelo vs. New London basically cleared that away, ruling that the state can determine anything to be in the best interest of the state, including handing it over to a more profitable enterprise.

The only thing the U.S. Constitution requires is that you must get "just compensation" when they take it, which typically is interpreted as meaning you get money equal to the FMV of the property plus maybe some compensation for disruption to an existing business.  But neither the U.S. nor the Wisconsin Constitutions define "public use", tho some State constitutions were amended following Kelo to define and/or limit "public use".
