If the parties swapped platforms and went back to Civil War era positions. That's not happening amy time soon though, so post-2100

Seemingly never, but definitely post-2100, if ever. DC legitimately seems to be the only place that won't go Republican no matter what.

DC will go Republican when you bus fellow Republicans from the state of West Virginia and other heavily anti-democratic areas in the South that always go 20+ points toward the republicans.

Not like that is going to happen in my lifetime at all.
In 2012 Obama won DC by more votes than Romney won WV, so even that strategy wouldn't always work.

Perhaps DC voters should register in WV instead. It's only 60 miles to Charles Town, and the state could be turned blue again.
