So, less than 1% of school districts?  It's good that it's so few, it will be easier to figure out  new rules to prevent this kind of thing.

So top-performing students = white, I see how it is. Throw me in the "ban charter schools" train.

     I never said that; don't put words in my mouth. Top-performing students of all colors merit a quality education that challenges them academically and facilitates their intellectual growth. With a handful of exceptions, this is not feasible in American public schools without a major overhaul of the system.

     This would at least do something good, as opposed to just forcing all children into the public school system, which may as well be a cartoon supervillain plot in terms of plausibility and practicality.

I taught at a single-sex, uniformed, Catholic school, so I have experience with both after being a student in a public school. I would still prefer public schools.

Be careful with your intentions; such environments tend to give a 50/50 shot of producing the worst kinds of degenerates as well.

That's an awful idea; in 5th grade I was stuck in such a toxic environment my parents pulled me out and sent me to Catholic school, and it really helped me emotionally.
