I know Scott has almost unlimited cash, but the marginal utility of having that big an advantage so early in the race is pretty minimal, especially since Democrats will surely catch up when things really get going.
Money is dramatically overrated in general. Linda McMahon threw a combined $100 million at both of her US Senate races (including one in an R-leaning environment) and lost both by double digits.
Let's not forget Jeb!, who spent $104 million to not even finish in the top 5 in either delegates or popular vote.
Money has diminishing returns, but the first million dollars or so is crucial for a Senate candidate to get name recognition and establish media narratives. Tennessee is the best example of this- Bredesen has been allowed to build up a positive image for himself and tout his accomplishments as governor, leaving a good first impression. Blackburn has yet to say much of anything. That's why the race is a tossup right now.
